I agree with your premise but lets be serious. First of all stop calling them
PARTY BOATS. try fishing boats as a name instead. Secondly, what fishing boat
captain ever dissallowed someone to board cause they were drunk or high. Most
dont care as long as they get the fare!!! I'll bet if just one captain ran a
drug and alchahol free boat the idea would catch on. I know I'd book his boat
first.

In many ways I can't agree with you more. The problem is that most
captains will tollerate the odd "jerk" that abuses the drinking and even
a "joint" here and there. I believe this occurs due to a captain
reluctance to crack down on the abusers since this ends up in the loss
of a customer and that is tough with the level of competition for paying
customers. If all the captains agreed, in principle, that abusive
drinking and drugs will not be tollerated, I believe that the problem,
as you state it, will begin to subside.
Now for a different twist. I took my six year old son Fluke fishing
last summer. The day was generally good (he caught some keepers) until
the captains partner (a woman) decided to get drunk and come up to me
and my son and offer "us" drinks. She then proceeded to behave in a
manner that embarrased every family on the boat (at one point exposing
herself to some men on the boat). I later found out that this was not
unusual for her. While this behavior is ok for a bachelor party, it is
not good clean family fun. So you see the problem exists on both side.
My solution to this is to get the captains that do a great job of
providing good clean family fun. Organize them and let them shape the
rules of conduct on both the customer and crew side. They should be
given the right to recommend to the State when a lisence should or
should not be pulled and be given the power to censor and discipline
other captains. If such an organization is in place, then I guess it is
a start.

We could always cut them up and use them for chum. Since most boats
don't chum any more because of the cost and effort, this could be an
invaluable resource with multiple benefits.

You're right!! Zero tolerance is a bit much to ask, but all have to act
responsibly and consider all involved when you are in public, even if it
is on the water. If a passenger on a commercial airline gets drunk,
uses drugs or gets out of hand in any way, the captain of the ship
(airliner) has the ability to report the incident, and federal agents
will be waiting at the arrivals gate for the offender. Perhaps similar
arrangements should be made with the Coasties. If safety at sea is
their goal, the margin of safety could definitely be improved if there
was a way to either remove offenders or assure just punishment in the
event of abuse, when reported by a captain. Also, captains who report
and are willing to assist in prosecuting offenders should obtain
immunity from prosecution and possible loss of license for serious
offenses.

Individuals should be held accountable for their actions.
The captain has a licensee to operate a vessel and not a strip search.
The captain should be aware of what is taking place on his vessel, but not
necessarily held accountable. He should have a set of rules that he, his
mates and fares follow and enforce. It is not usually a single man
operation to run a charter boat, but rather a cooperative effort to have an
enjoyable and safe trip. If someone sees something wrong, there is no
reason for a dispute out in the middle of the ocean, but rather an
understanding of the consequences and the captain must adhere to the rules
of the water.
Here is a question for thought.
Who is responsible if something should happen to that A-hole while on board
someone else's boat (charter or not)?
Personally, I am very careful of who I bring fishing. I want to enjoy
myself without any problems. And if I foresee having a problem with an
individual than I will not bring them.

I agree 100%. You may have heard my name a couple of times in the fisherman
reports. Im 15 year old marshall sklar.. I fish party boats every day that i
can and i have seen drugs, and alcohol on a number of trips. There shouldnt
be a fine, oor any sort of penalty put on a captain for having an intoxicated
person on his boat. It doesnt matter where you fish from, after a while any
one will see that there are drugs everywhere, and as you stated ''The captains
arent feds'' just professional fisherman.
